For Best Results: 

• If installing over Road Base or Paver Base - spread about a 1" deep layer and compact with a vibrating plate compactor while lightly spraying material with water to keep moisture in while compacting. 
• If installing over Gravel (typically 3/4" or 1" in size) - spread about a 2" deep layer (this is 2" in these scenarios as some of the sand will filter down into the gravel as you compact) and compact with a vibrating plate compactor while lightly spraying material with water to keep moisture in while compacting.
• If you do not have a vibrating plate compactor, they can be rented from Home Depot or Lowes as well as places such as Diamond Rental. You can compact using hand held tamper, but you will get much better compaction from a vibrating plate compactor, which will help in preventing settling in areas later on.
